The President, Major General Muhammadu Buhari (retd. ), has stated that the resolutions reached by Southern governors prohibiting open grazing in their region provided no solution to the clashes between farmers and herders. This is because he “expressed a strong resolve to address the conflicts between herders and farmers in a sustained and lasting manner, which should lead to the emergence of a permanent solution to the frequent clashes between them, as well as the associated problem of gun-wielding “killer herdsmen.” Garba Shehu, Senior Special Adviser to the President on Media and Publicity, made the announcement in a statement titled ‘President Buhari Approves Deep-Rooted Solutions To Herdsmen Attack

According to Shehu, “the President had approved a number of specific measures to bring a permanent end to the frequent skirmishes as recommended by Alhaji Sabo Nanono, the Minister of Agriculture, in a report he submitted and the President signed off on it back in April, well before the actions of the Southern Governors Forum which attempts to place a ban on open grazing and other acts of politics.” “It is clear that their resolutions offered no solution to the herder-farmer clashes that have raged in our country for generations.

“However, citizens of the southern states – indeed, citizens of all states in Nigeria – have a right to expect their elected leaders and representatives to find solutions to governance and rights challenges, rather than wash their hands of difficult decisions by issuing bans that say, “Not in my state.”

“It is also true that their announcement is legally questionable, given the Constitutional right of all Nigerians to enjoy the same rights and freedoms in each of our 36 states (and FCT) – regardless of their state of birth or residence.

“Fortunately, for whatever it is intended to achieve, this declaration has been preempted, and Mr. President, who has rightly been concerned about these problems more than any other citizen in consultation with farmers and herders alike, commissioned and approved an actionable plan of rehabilitating grazing reserves in the states, beginning with those that are truly committed to the solution and completion.
